PRESENTAZIONE

La Quinta Conferenza Internazionale su Etica e Politiche Ambientali intende proporre una riflessione sulle delicate relazioni tra ambiente e mondo dell'impresa. L'attenzione su queste relazioni sta diventando sempre più rilevante e strategica in considerazione del forte impatto ambientale dell'attuale sistema economico basato sulla produzione ed il consumo di beni e servizi (inquinamento, rifiuti, deterioramento delle risorse naturali) e delle opportunità offerte dalle innovazioni tecnologiche che permettono di ridurre drasticamente il consumo di risorse naturali nei processi industriali. La sfida che le imprese devono affrontare in questo periodo storico può essere riassunta nel concetto di "eco-efficienza", che significa "fare di più con meno", cioè produrre gli stessi beni e servizi usando meno risorse naturali. Questo obiettivo può essere raggiunto attraverso un uso più efficiente dell'energia e delle materie prime e attraverso la riduzione delle emissioni di sostanze tossiche e della produzione di rifiuti. Il fattore che caratterizza e qualifica lo sviluppo economico in una prospettiva sostenibile è la qualità. E' proprio la qualità il valore aggiunto che le aziende mettono sul mercato. Nel corso della Conferenza saranno affrontati i vari aspetti delle politiche ambientali, gli strumenti economici e politici perfezionati negli anni più recenti, e le implicazioni di natura etica che costituiscono lo sfondo di queste scelte. Particolare attenzione verrà posta nella presentazione di "buone pratiche" aziendali realizzate da imprese che sono concretamente impegnate nel processo di transizione verso un modello produttivo sostenibile.

INFORMAZIONI GENERALI

La Conferenza si svolgerà presso la Ukrainian House, Kyiv (Ucraina). Inizierà mercoledì 2 aprile 2003 alle 17.00, con la Registrazione dei partecipanti e la Cerimonia d'Apertura e si concluderà il mattino di sabato 5 aprile 2003, con la presentazione del Documento Finale della Conferenza. Il sabato pomeriggio è prevista una visita guidata alla città di Kyiv. La domenica mattina è stato programmato come sessione speciale un Incontro Ecumenico sul contributo delle Chiese Cristiane per una rinnovata responsabilità verso il creato.

PRESENTATION
The 5th International Conference on Ethics and Environmental Policies focuses on the delicate relations between the business world and the environment.
Interest in these relations is becoming more and more relevant and strategic in consideration of the heavy impact the current economic system, based on production and consumption of goods and services (pollution, waste, deterioration of natural resources), has on the environment, and in view of the opportunities offered by technological innovations which allow, through revised industrial processes, a substantive reduction in the consumption of natural resources.
The challenge that firms are facing in the present times can be summarised in the concept of eco-efficiency. This means "more with less", i.e. to produce the very same goods and services using less natural resources. This goal can be achieved through increased efficiency in the use of energy and raw materials and a reduction in the emission of toxic substances and waste production. The factor characterising the economic development in this sustainable perspective is quality. This is an added-value that firms can place in the market.
Attention will be focused on the analysis and discussion of the various aspects of the environmental policies, such as the economic and political tools improved in the recent years, and the ethical implications shaping the background of these choices. Examples of entrepreneurial "good practices" implemented by firms concerned for sustainability will be pointed out.

First Workshop: Business and Sustainable Development
Papers may deal with the aspects of the policies and instruments for the environmental management, as for example: means evaluating the product environmental impact (such as: Product Line Analysis,Life Cycle Analysis, ecolabel); systems monitoring the impact and the ecoefficiency of production processes (such as: Technology Assessment, Compliance Assessment, IPCC and Environmental Indicators - ecological footprint, environmental space); enterprises' instruments of analysis (such as: Environmental Management Systems - Emas, ISO 14001 - Environmental Accountability, Environmental and Social Reports and Balances); external communication policies, marketing policies, commercial policies and voluntary agreements; policies for the management of risks (as, for example: responsibility insurance) and environmental costs (such as environmental taxes and negotiable licenses).

Second Workshop: Institutions and Rules for Sustainability
Papers may deal with, for example, the following themes: European programmes for the environment, the research and the technological development; roles and functions of the International/European authorities for monitoring and controlling; co-ordination among local, national and international institutions; international cooperation and eventual adaptation to the EU directives, of Central and Eastern European countries' environmental legislation; how far the environmental directives have been implemented in the EU countries; best available technologies for environmental protection; financial incentives and means promoting innovation and MSE participation; international conventions, their implementation, and set up of authorities for controlling the respect of the environmental legislation.

First Workshop: Ecoefficient Enterprises
Papers may present good practises and study-cases on the following issues: specific productive policies (such as: plants localization choices, renewal and adjustment investment, waste management, logistics and supplying); ecoefficient technologies (such as: energy/material saving technologies, recycling technologies cleaner technologies, zero pollution technologies); ecoefficient products (such as: products optimising the use of resources, products making use eco-compatible materials, products designed for an end-of-life disassembling, products obtained through replacement of noxious, pollutant or of difficult disposal and recycle materials, products with a longer lifecycle).

Second Workshop: Chemical Industry and the Environment
Papers may present good practises and study-cases on the following issues: innovation, research and new orientations in the ambit of chemical industries; accident preventive technologies, crisis management, environmental quality, security and protection; technologies for monitoring and controlling the environmental performance; environmental decontamination and cleaning up; loans and programmes for the MSE innovations; Responsible Care Programme and environmental report for the chemical industry; best available techniques according to the European IPCC legislation.

Third Workshop: Sustainable Agriculture
Papers may present good practices and study-cases of agricultural enterprises and policies, on the following issues: food and raw materials production (traditional and biological agriculture, sylviculture and breeding); environmental protection and preservation of landscape (nature reserves, erosion of the ground phenomena, water quality), ground management systems; agricultural politics of the UE countries and central and eastern European countries; local and international agricultural markets.

Fourth Workshop: Information and Education for a Sustainable Consumption
Papers may present good practices and experiences to make aware people to sustainable consumption, on the following issues: campaigns to support (Ecolabels, Clean Clothes, Justice Balances,?), Fair Trade (Trans Fair, Max Haavelar,?), Environmental Education Center, Mass-media and Ecological Communication, Consumers' Role to Drive the Enterprises towards Sustainability.

GENERAL INFORMATION
The conference will take place at the Ukrainian House, Kyiv (Ukraine). It will start on Wednesday, April the 2nd 2003 at 17.00, with the Registration and Opening Ceremony and it will end on Saturday morning, April the 5th 2003, with the presentation of the Conference Final Document. On Saturday afternoon there will be a guided tour of the city.
On Sunday morning, as a special session, an Ecumenical Meeting on environmental issues is scheduled.

PARTICIPANTS
The Conference is intended for qualified and competent representatives of Private Businesses and Companies Councils; Research Centres and Universities; Local, Regional, National Governments; European Institutions; NGOs; Unions; Ecumenical groups and Churches; Mass-media; Press (journals and reviews). The presence of experts from all over Europe will warrant a positive fall-out of results for Western, Central and Eastern European countries.

REGISTRATION FEE
The Conference services and documentation (accommodation and meals not included) will cost Euro 120,00. Payment should be made by:
- Money transfer to Banca Antonveneta, Bank Account Nr. 25519Y (Fondazione Lanza), ABI 05040, CAB 12150.
- Euro-check to Fondazione Lanza.
For all participants coming from Eastern European Countries, the event will be free of charge. What from them is requested is only to provide for their own travel expenses.

REGISTRATION FORM
The deadline for registration form submission is February 28th, 2003. Late registration will be considered depending on availability. To apply use the "call for paper registration form".
Registration forms for participants coming from Eastern European countries should be sent to the National Ecological Center of Ukraine.
Registration forms for participants coming from Western European countries and all papers should be sent to Lanza Foundation.

ACCOMMODATION
The hotel accommodation will be close to the seat of the Conference, reachable in few minutes on foot. All participants coming from Eastern European Countries will be guests of the organizers and they will be accommodated in double rooms.

VISA
Participants coming from Western Countries will be required to endorse their passport before leaving for the Kyiv Conference.

OFFICIAL LANGUAGES
English, Ukrainian and Russian. Simultaneous translation services are provided only during the plenary session.
